SMALL QUAKE HITS NORTH OF FAIRFIELD – A magnitude 3.4 earthquake rattled Southern Illinois Friday evening. Officials with the U.S. Geological Survey placed the center of the tremor at nine miles north of Fairfield, Ill. The temblor was recorded at 7:41 p.m. According to officials with the USGS, the quake originated from a depth of five kilometers and was likely triggered by the Wabash Fault. Friday night’s quake follows a magnitude 2.3 tremor centered near Elberfeld, Indiana Thursday. The last major earthquake to rattle Southern Illinois came on April 18, 2008. A magnitude 5.2 earthquake centered near West Salem, Ill. cause minor structural damage to buildings in Mount Carmel and West Salem, Ill. The 2008 tremor was felt throughout the Tri-State and caused a cornice to fall from a building in Louisville, Ky.
NOTICE – A scheduled power outage for the City of Fairfield this weekend has been postponed. There will be NO power outage this Saturday or Sunday. The maintenance work on municipal power lines will be rescheduled for a later date.
Fairfield Memorial Hospital’s brand new cafeteria and kitchen opened May 11 and Fairfield Rotarians heard all about the new dining facility at their noon luncheon meeting Thursday at the Fairfield Elks Club. Speaking were Lisa Maez, Director of Dietary Services, and Whitney Buckles, Clinical Dietitian. The hospital has hired 20 new employees to work the different shifts at the cafeteria which serves, breakfast, lunch, and supper seven days a week. Rotarian Matt Hefley arranged for the program. “Operation Whiteout” has resulted in the arrest of four White County residents on various drug charges. Sheriff Doug Maier has identified the suspects as Keven H. Grant, 21, Edward Perks, Jr., 49, Marcy Nobles, 39 and Beverly J. Herald, 53, all of Carmi. Sheriff Maier says more arrests are likely.
A freak accident at the I-57 rest area at Rend Lake has claimed the life of a Washington woman. 72-year-old Haley Olaphan of Spokane Valley, WA died after being run over by a semi as she walked across the parking lot. No charges have been filed in the case.
Democrats and the state’s largest employee union say Gov. Bruce Rauner’s approach to contract negotiations is so hostile he is intentionally preparing for a strike. The House Labor Committee has approved a union-backed measure to require binding arbitration in case of a contract-negotiation impasse. It would prevent the union from striking or the Governor from locking out workers.
The Wayne County Farm Bureau Young Leader Committee is looking for sponsors and players for their 7th annual Young Leader Golf Scramble on July 25. Teams of four individuals can sign up to play in the tournament. Registration is $50 per person. Proceeds will support Young Leader programs.

Longtime Fairfield educator Joan Wallace has been named Educator of the Year by the Kiwanis Club of Carmi. Wallace is retiring next week after over ten years service at the Brownsville Attendance Center in White County. During her years of work, she opened Trafford Estates in Fairfield, serving developmentally disabled individuals.
39-year-old Tommy D. Shoulders of Lawrenceville, IL has entered a guilty plea to charges he brutally beat his estranged girlfriend more than a year ago. Shoulders was sentenced Thursday to 16 years in prison after pleading guilty to a Class-1 felony charge of Attempted Murder. Circuit Judge Robert Hopkins handed down the sentence after ruling the crime was “heinous and brutal”. The victim, not identified, was attacked at a home in St. Francisville, IL.
Peoples National Bank has announced the Walter R. Davis and Marie Foley Davis Memorial Scholarship will be awarded to a Fairfield Community High School graduate to help with their education at a college or university in Illinois. The recipient must have a 3.5 GPA upon graduation from FCHS or a 3.5 GPA on all college level work. The number and amount of scholarships varies from year to year with a minimum $500 award. Applications can be picked up in the FCHS Guidance Department and Peoples National Bank Trust Department and are due by June 15th.
The Illinois Department of Public Health has confirmed the first West Nile virus positive mosquito batch in the state for 2015. St. Clair County Health Department employees collected a positive mosquito batch this past Tuesday in O’Fallon. The health department says with the increased temperatures the past few weeks, mosquitoes carrying the West Nile virus are becoming active. Last year, 44 human cases of West Nile were reported in Illinois, including four deaths.
The power outages scheduled for this morning and Sunday morning in Fairfield have been cancelled. Officials say problems with the maintenance project were encountered, resulting in the cancellation.
90-year-old McLeansboro resident, Bernadine M. Karcher, died at 4:48 p.m. Friday, May 29 in the emergency room of Hamilton Memorial Hospital in McLeansboro. She was a retired seamstress and restaurant waitress.
Surviving are a sister, Doris Karcher of Washington, IL; a brother-in-law, Lee Rubenacker of Dahlgren; nephews and nieces, Alan and Roger L. Rubenacker, Larry and Donnie Karcher, May Kay Kerrigan, Diane Webber, Lois Vanwinkle, Karen Endicott, Mike Karcher and Roger Karcher.
Funeral services for Bernadine M. Karcher will be at 10 a.m. Monday, June 1 at St. Clements Catholic Church in McLeansboro. Burial will be in St. Clements Cemetery at McLeansboro.
Visitation will be from 5-8 p.m. Sunday, May 31 at the Gholson Funeral Home in McLeansboro with a Rosary Service at 7 p.m.
Memorials may be made to the St. Clements Cemetery Fund and will be accepted at the Gholson Funeral Home in McLenansboro, which is in charge of the arrangements.
FCHS senior Corbin Kakac (left) placed in the top 5 in 2 separate events at the IHSA state track and field finals held in Charleston, Ill. on the campus of Eastern Illinois University on Saturday. He placed 5th in the 3200 meters setting a new FCHS record. A couple hours later he placed 4th in the 1600 meters. He had previously broken his own FCHS record in the 1600 meters in the preliminaries on Thursday. Cisne High School Senior Nick Matthews also had an outstanding day at the IHSA state track meet. He placed 4th in the 110 meter high hurdles and 11th in the discus throw.
A single-vehicle crash Saturday night claimed the life of a White County man. John D. Aud, 33 of Brownsville died after his small pickup truck ran off a rural White County road and hit a tree. White County Coroner Chris Marsh said Aud left his home a little after 8 o’clock Saturday night to meet a pizza delivery driver and failed to return home. Coroner Marsh said Aud’s small Toyota pickup truck ran off the north side of Brownsville Road, struck mail box, came across the road and struck a tree. He was pronounced dead at the scene at approximately 8:30 Saturday night. The scene of the accident was about a quarter of a mile from the victim’s home. Marsh said the pavement was wet and rain was falling at the time of the accident.
Rounds of showers and thunderstorms moved through Wayne and surrounding counties Saturday afternoon, knocking out power for a time to the Fairfield area. Officially, nine tenths of an inch of rain was measured in Fairfield Saturday afternoon and evening. Drier and cooler weather is expected today and into the middle of the week.
The Illinois Department of Employment Security said late last week that Wayne County was the only county in the region with an unemployment rate for April that was higher than the same time a year ago. Wayne County’s rate for April was 6.5 percent, up from 6.1 percent a year ago. Edwards County’s April rate was 5.5 percent, down from 6.7 percent a year ago. The IDES also reported that the unemployment rates fell in 101 of the 102 counties in Illinois for April.
Flushing of water lines in the New Hope water system will take place starting Monday and continuing through June 30th. The process is done each spring and fall to keep the water system clean and provide pure water for residents. Residents are advised to check for discolored water before doing laundry or similar activities. Those with questions can call 842-3477 or 925-4445.
The Wayne County Retired Teachers Association will be awarding a $500 scholarship for the 2014-2015 school year to a Wayne County high school graduate that has declared a major in education and accumulated at least 80 semester hours toward that degree at an accredited college or university. Applications are available from any Wayne County high school guidance department or from the scholarship committee of the Wayne County Retired Teachers Association, and are due by June 15th to Michael Simpson in Fairfield.

The first case of West Nile Virus in Illinois has been noted in a mosquito batch in St. Clair County. Last year, the Illinois Department of Public Health reported 44 human cases of West Nile along with four deaths.

79-year-old McLeansboro resident, Wayne Vaupel died at 8:45 p.m. Sunday, May 31 at his home. He served as a pastor for 47 years, serving the Walnut Grove Baptist Church for 23 years and was their current pastor. He had also pastored many churches in Hamilton and White Counties. He had also been a cable tool driller in the oilfields.
Survivors include his wife Peggy Vaupel of McLeansboro; two sons, Gregory Wayne and wife Thelma Vauple of Fairview Heights, IL and Jerrod Vaupel and wife Lois of McLeansboro; two daughters, Denise Gray and husband Bob of McLeansboro and Janet Scott and husband Jeff of Bloomington, IN; a sister, Pat Duckworth and husband Bob of Carmi; two brothers, Ted Vaupel of Fairfield and Robert Vaupel of Grayville; 14 grandchildren, 16 great-grandchildren and one great-great-grandchild.
Services for Wayne Vaupel will be 1 p.m. Thursday, June 4 at Ten Mile Baptist Church at McLeansboro with burial in Brush Harbor Cemetery at McLeansboro. The church will open one hour before the time of service.
Visitation will be 5 – 8 Wednesday evening, June 3 at the Ten Mile Baptist Church in McLeansboro.

Blue Cross/Blue Shield of Illinois and several other insurers are making initial double-digit rate increase requests for some Illinois health plans for next year. Blue Cross is requesting a 38% increase for one of their plans. Other double-digit increase requests are coming from Humana, Health Alliance and Coventry.
An open house has been set for the new fire station in Albion. The open house will be held on Saturday, June 20 from 10 a.m. until noon.
A scheduled power outage that will affect the entire city of Fairfield has been postponed. Mayor Chuck Griswold reports a surge arrestor failed in one of the city’s substations, causing the delay. The work will be rescheduled for a later date.
Hamilton Memorial Hospital’s McLeansboro Family Clinic has announced the addition of Dr. Amy Reeter, a Podiatric Medicine specialist. A native of Harrisburg, Dr. Reeter completed her residency at the Carl T. Hayden VA Medical Center in Phoenix, AZ. Dr. Reeter will specialize in services including: foot care, ancle care, skin conditions, peripheral neuropathy, Plantar fasciitis, diabetic foot care and hammerhead toe surgery.
Illinois State Police conducted a special traffic enforcement patrol in Wayne County last week. Troopers wrote 47 speeding tickets in Wayne County and issued one written warning. A special emphasis was placed on speeding, failure to wear a safety belt and DUI offenses.
Illinois residents can expect a barrage of anti-Democrat political ads from Governor Bruce Rauner soon. The governor said Monday that the state needs term limits on officeholders and a revised way of drawing political districts.

Morgan is the daughter of Doug and Lisa McMeen of Vinita, Oklahoma, and the granddaughter of Sue Green and the late Harold Green and Wilma McMeen and the late Jim McMeen.
Morgan is a 2010 Vinita High School graduate and a 2014 graduate of Blackburn College with a bachelor’s in biology. She is employed at Fairfield National Bank as a Trust Administrative Assistant and at Fairfield Memorial Hospital as a registration clerk.

Kathryn Moore, 77 of Fairfield died at 2:05 AM, Tuesday, June 2, 2015 at Deaconess VNA+ Charlier Hospice Center. She had worked at D and J Grocery and F and H Office Supply.
Survivors include a son Brad (Kathy) Moore of Fairfield, granddaughter Tiffany (Pat) Haug of Evansville, great granddaughter Marley Haug of Evansville, brothers Tom (Alex) Wylie of Arlington, TX and Leo (Brenda) Wylie of Ocala, FL and a sister Janet (Bill) Kosky of Falmouth, MA.
Funeral services for Kathryn Moore will be at 10 AM Friday, June 5, 2015 at the Johnson and Vaughn Funeral Home, with burial in Maple Hill Cemetery.

The Wabash Co. Sheriff’s Office has two persons in custody following a lengthy investigation. Jason R. McGill, 34, of Princeton IN, was arrested on last Sunday on a Wabash Co. warrant, by the Mt. Carmel Police Department. On Tuesday, Toni L. Stehl, 57, of Mt. Carmel, turned herself into authorities. The arrests stem from an investigation that started in January of 2015, involving a large amount of crystal methamphetamine, being delivered through a parcel service. Both McGill and Stehl are being held on charges of Methamphetamine Delivery, a Class X Felony, and a $50,000 cash bond. The Wabash County Sheriff’s Office was assisted in the investigation by the Mt. Carmel Police Department, and the Joint Task Force (JTF) of Evansville/Vanderburgh County, Indiana.
Former Fairfield Community High School Superintendent David Savage has been hired as the new Grant Administrator at the Greater Wabash Regional Planning Commission. He will manage state and federal infrastructure construction grants. The Planning Commission is headquartered in Albion.
Officials with Illinois-based Franklin Well Services have announced plans to move their headquarters from Lawrenceville to Vincennes, Indiana. Franklin is a family-owned company that provides oil and gas extraction services. It is the sister company of Pioneer Oil Company.
A poker run held last weekend to benefit the Guardian Center was a big success. Over $1,400 was raised through sponsors. Another $1,400 was raised from the 65 riders who participated in the event. Danny’s Pool Room in Carmi sponsored the event. The Guardian Center provides services for child abuse victims.
Gov. Bruce Rauner’s administration says it is reviewing Illinois juvenile detention centers for closure, preparing to close state museums and will ground state aircraft if a budget agreement cannot be reached soon. Rauner says the closures could happen if a budget deal isn’t reached before July 1.
The Illinois Department of Agriculture is warning county fair operators to take extra precautions this summer to stop the spread of poultry and livestock disease. So far, no cases of avian flu, which has killed millions of chickens and turkeys nationwide, have been reported in Illinois.
Earl H. Phillips, 79, of Flora, IL died Tuesday, June 2, 2015 at Flora Gardens in Flora. He was a retired construction worker having worked in Illinois and Indiana. He was a Peacetime Veteran and of the Christian faith.
Earl is survived by a daughter Maranna (Joe) Pittman of Rinard, IL; two sisters Betty Walker of Clay City, IL and Joyce Carpenter of Lawson, MO; two granddaughters Mandi (Bryan) Blankenship of Middletown, OH and Nichell (Zach) Williams of Sullivan, IL and one great granddaughter Holly Purdue.

Fairfield Community High School track and field athlete Corbin Kakac has been named Athlete of the Year. Corbin received the honor during Wednesday night’s athletic awards banquet at FCHS. Corbin recently took 5th place in the state track meet in the 3200 meter run and 4th place in the 1600.
A Kentucky man has been jailed on charges he sexually abused a Wayne County victim. Miles J. Martin, 35 of Hazard, Kentucky has been lodged in the Wayne County jail on two counts of aggravated criminal sexual abuse. The charges against Martin stemmed from a grand jury indictment returned earlier this week. In the indictment, Martin is accused of being at least five years older than his alleged victim. He remains in the Wayne County jail under $10,000 cash bond pending a court appearance.
Two crewmen aboard a Canadian National Railway train and a truck driver were seriously injured Wednesday when a semi ran through a railroad crossing and hit a locomotive. The accident happened on the Perry-Randolph County line. The conductor, 47-year-old James Wiggs of Dix and engineer, 64-year-old Dennis Johnson of Centralia were hurt. A large diesel fuel spill was also reported.
Wabash County police have arrested two suspects accused of using a parcel delivery service to move large quantities of methamphetamine. The suspects are 57-year-old Toni L. Stehl of Mt. Carmel and 34-year-old Jason R. McGill of Princeton, Ind. The Vanderburgh County, Ind. Joint Task Force assisted in the investigation. Both suspects face a class-X felony drug charge.

The May employee of the month at Fairfield Memorial Hospital is Elizabeth Squire, RN. She is a night shift nurse on the Med/Surg Unit. She has been a nurse at Fairfield Memorial Hospital for three years.
22-year-old Jonathan S. Bishop of Macedonia has been jailed on charges he beat-up his brother-in-law during an altercation this week in Hamilton County. Bishop has also been charged with being in possession of a rifle without a valid FOID card.

A bill decriminalizing the possession of small amounts of marijuana is headed to the governor’s desk for his approval. The law, if signed by the governor, would fine those caught with up to 15 grams of marijuana between $55 and $125.

Lady Indians Shut Out in Semi-finals – Hardin/Calhoun shut out the Wayne City Lady Indians this morning in the semi-finals at East Peoria. The score was 1 – 0. Wayne City will play at 10 a.m. Saturday for third place. Hardin/Calhoun is scheduled to play in the championship match at 12:30 Saturday afternoon.
A special prosecutor investigating an April 12 officer-involved shooting incident in Grayville, Ill. has determined that no charges should be filed against Grayville Police Sgt. Jess Burley. John Eagleson, 48 of Grayville was shot in the face by Sgt. Burley after the suspect allegedly refused orders to stop following a traffic stop on the parking lot of the Dollar General Store at the south edge of Grayville. Sgt. Burley drew his weapon and shot through the windshield of Eagleson’s car, striking the suspect once in the face with the bullet eventually lodging in his shoulder. Eagleson was taken to Deaconess Hospital in Evansville for treatment of his wounds. Police reports of the incident were initially forwarded to White County State’s Attorney Denton Aud who asked that a special prosecutor review evidence and give a determination as to any possible criminal conduct on the part of Officer Burley. The special prosecutor’s recommendation that no charges be filed was announced Friday.
Illinois authorities seized a suspected meth lab and made two arrests Thursday night at a river camp in southern White County, Ill. Sheriff Doug Maier identified the suspects as Nathan D. Behrens, 26 of New Haven, Ill. (right) and Robert G. Harrelson, 47 of Eldorado, Ill. (left) Deputies, along with an Illinois Department of Corrections officer went to Behren’s mobile home south of Ill. Rt. 141 to check on his parole status and discovered a “hazy fog” inside the trailer along with a strong chemical smell wafting from the structure. After obtaining a warrant to search the trailer, police seized a working meth lab, a large amount of cash, suspected illegal steroids and several large knives. Both men face preliminary charges of unlawful manufacture of methamphetamine, possession of anhydrous ammonia, and possession of a controlled substance. An Illinois State Police meth lab cleanup team was summonsed to dispose of hazardous chemicals found at the scene.
Bond has been set at $10,000 cash on a Hazard, Kentucky man accused of sexually abusing a Wayne County victim. 35-year-old Miles J. Martin has been lodged in the Wayne County jail on a felony charge of aggravated criminal sexual abuse. A Wayne County Grand Jury indicted Martin on the felony charge. Illinois State Police detectives investigated the case against Martin.
Ethan K. Adams, 23 of Mount Carmel has been jailed on a felony charge of being in possession of a look-alike substance with the intent to deliver. Adams was arrested Thursday after police were called to a local gas station to investigate a report of a suspicious person. Adams has been given a court appearance date of July 6 in Wabash County Circuit Court.
Fairfield Rotarians were entertained by a dozen students from Gruen Vocal Studio at their noon luncheon meeting Thursday. Katie Gruen, a vocal instructor, offers voice lessons for all ages, especially kids. Most recently, they produced the musical “Annie” for the Frontier Community College Foundation as a fundraiser.
Gov. Bruce Rauner is defending the salary being paid to the Illinois Secretary of Education. Beth Purvis is pulling down a salary of $250,000. Lawmakers learned recently that her salary is being paid through the Dept. of Human Services – not the Education Department.
